We have an exciting opportunity for a business-focused Business Intelligence Analyst with strong analytical skills, and an inquisitive mindset to make a meaningful contribution to the Operational Capability group. This role is critical to helping Operational Capability understand how its business is performing in practice. It is suited to someone who enjoys working with data and information to derive insight, understands the importance of context, and is comfortable engaging with people across the organisation to understand operational realities.
The purpose of the Operational Capability group is to enhance our people’s operational capability, so they are more effective in keeping themselves and our communities safe.
Operational Capability is responsible for the national stewardship of Police operational capability, encompassing the planning, delivery, management, assurance, and performance oversight of critical assets, custody operations, public order capability, and equipment in use. It includes responsibility for ensuring deployable capability is safe, lawful, effective, and fit for purpose across its full lifecycle, supported by national standards, policy, training, risk and safety assurance, asset and equipment management, firearms and TASER technical assurance, and data‑driven insight to inform decision‑making and continuous improvement in frontline policing.
To support the delivery of these outcomes the Business Intelligence Analyst will evaluate capability and business performance by collating, analysing, interpreting and communicating business performance information, including financial. The focus of this role is on sense-making, insight, and decision support, rather than technical system development.
You will work with a mix of quantitative and qualitative information, often incomplete or imperfect, and apply judgement and curiosity to transform information into business intelligence that supports better decisions. This role is not a technical or software development role but is an analytical and user role of data that is focussed on developing and producing business user material.
Key Accountabilities:
- Developing and maintaining performance and outcome measures that reflect how operational capability, tactical assets, uniforms and supporting business systems perform in practice.
- Bringing together operational, financial and performance information to provide a coherent view of business performance.
- Interpreting data and information to identify trends, issues, and opportunities, and clearly articulating what they mean for decision-making.
- Producing reports, dashboards, and analytical outputs that support understanding, discussion, and action rather than just data consumption.
- Engaging with stakeholders to understand their operating environment, information needs, and the story behind the numbers.
- Building trusted working relationships with managers, subject‑matter experts, and analytical colleagues across the organisation.
- Supporting the Business Intelligence and Senior Business Planning Managers to continuously improve business processes, efficiencies, and alignment with organisational planning frameworks (e.g. the long-term investment plan).

To be successful in this role, you will bring:
- Experience in analysis roles where data and information are used to understand business or operational performance and inform decisions
- A strong interest in working with data to derive meaningful insight, rather than focusing purely on technical solutions
- The ability to work with both quantitative and qualitative information, and apply sound judgement when data is incomplete or ambiguous
- Strong communication skills, with the ability to explain complex issues clearly and efficiently to non‑technical audiences
- Confidence engaging with stakeholders to ask questions, test assumptions, and have constructive, insight‑focused conversations
- An understanding of, or interest in, public sector operations, including financial and operational considerations
- A high level of user experience with the Microsoft Office suite is required.
- User experience with business reporting and visualisation tools such as Power BI, SAP, Sentient, or Business Objects, is beneficial.

Utu ā-tau | Salary
This position is covered by a collective agreement and salary will commence between $95,057 and $100,626 dependent on skills and experience relevant to the role.
