Waste Management Officer
3. JOB PURPOSE / OBJECTIVE
Site focal point and field DSR for managing waste management operations by means of own and contracted/subcontracted resources.
4. KEY ACCOUNTABILITIES
Strategy and Performance Management
- Contribute to execution of the Department short to mid-term strategic plans to ensure alignment with the Department’s strategic priorities, regulatory compliance, contractual needs, and the corporate goals.
- Contribute to the execution of annual business plans for the assigned areas of responsibility to support the achievement of financial and strategic objectives.
- Report key performance indicators related to the Section in order to track performance follow-up on corrective actions.
People Management – Contractor
- Act as DSR for all waste management Contractors and ensure proper completion of associated duties (safety, operational, administrative, financial, etc.).
- Developing contractors through field supervision, mentoring, coaching and constructive feedback.
- Identify training and development needs for self and contractor manpower in conjunction with safety and operational requirements to bridge the knowledge gaps to ensure continuous progression, and high-level of competency within the team.
- Work proactively with Customers, peers, and leadership team, as needed, to enhance waste management operations, planning, safety, timely execution, and customers’ satisfaction.
Waste Management Operations
- Ensure safe and proper management of available waste management facilities and resources owned by Company (e.g., waste yards, equipment, etc.) or provided by Contractors (vehicles, containers, etc.).
- Lead and ensure proper waste management operations, job planning, coordination with customers, safe and smooth execution of waste management operation onsite and offsite in line with applicable laws, rules, regulations, and applicable procedures.
- Proactively coordinate with other facilities operated by the Company for enhancing waste management operations and synergies of efforts.
- Facilitate waste management contractor’s performance review and coordinate proactively with Specialist for performance enhancement.
- Carry field inspections, toolbox talks, evaluations, and audits for the manpower and equipment used in waste management to ensure reliable performance, identify gaps in controls, and report progress and bridging these gaps to Specialist.
- Report and coordinate the investigation of any waste management incidents and environmental unsound conditions to come up with appropriate and efficient action plans when required.
Waste Management Administrative
- Assist and act as back-up for Waste Management Specialist in managing all waste management contracts’ cycles (e.g., Identification, SOW development, tendering process, execution, renewals, etc.).
- Assist and act as backup for Specialist in managing financial related tasks (e.g., budget planning and review, cost controls and optimization, review of invoice and preparation of SES, etc.).
- Ensure completion of administrative tasks associated with relevant contractors (e.g., Declaration of Valid Contract(s) form, gate passes, trainings, certification of equipment and manpower, etc.).
Waste data Management
- Maintain accurate and proper management of the waste tracking database (waste data and waste service request) and support the Specialist in continuous improvement of the tools.
- Support Specialist in developing waste management key performance indicators and lead measurement and regular review of the data with Specialist and other peers.
- Support Waste Management Specialist in the development of waste management’s plans based on lessons learned from filed operations and best practices in-line with set standards and requirements.
Policies, Systems, Processes & Procedures
- Contribute to identifying opportunities Recommend improvements to departmental procedures, and ensure implementation of policies, procedures, systems and controls covering the assigned areas of responsibility so that all activates meet Q-Chem’s standards, Compliance, and regulatory requirements, align to business requirements, and increase operational efficiency.
- Identify opportunities for the continuous improvement of systems, processes and practices considering “international leading practices”, in order to increase operational effectiveness.
- Lead the KBD revision process for operations-oriented documents.
- Support Waste Management Specialist in revising system-oriented documents.
- Lead execution of internal self-audit in the waste management area and assist Waste Management Specialist in developing and improving audit tools.
Quality, Health, Security, Safety and Environment
- Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high-quality products/services.
- Carry out field safety audits for key personnel and process safety systems relevant to waste management activities.
Reporting
- Ensure that all waste data reports are ready for reports preparation timely and accurately, and meet the Department’s requirements, policies, and standards.
Qatarization
- Contribute to the development of Qatari employees. This accountability is applicable to expatriate employee only.
5. QUALIFICATIONS & EXPERIENCE
Education
Required (Qualification1 / Discipline): Bachelor’s Degree Engineering, Science, Chemistry, or any related discipline.
Preferred (Qualification1 / Discipline): Master’s Degree in Engineering, Science, Chemistry, or any related discipline.
Experience
Required (Years2 / Job Level3 / Industry): 3 - 5 years in a supervisory position in Energy / Industrial sector, with at least 2-year hands-on experience in Waste Management.
Preferred (Years2 / Job Level3 / Industry): Experience in positions dealing with hazardous and non-hazardous waste management.
Other Job Specific Requirements and/or Vocational Accreditations
Required:
Good knowledge in supervising staff safely – site safety – vehicle safety - HSE communication - Waste management operations best practices- transport of dangerous goods - MS office.
Satisfactory knowledge in: Project management - Problem solving – facilitation and training – incident investigation – Auditing HSE systems –- GHS.
General knowledge in sustainability and waste minimization
Preferred: recognized certification in one or more of above areas - Familiar with global waste related conventions - State of Qatar and Industrial Cities environmental regulations.
Languages
Required (Language / Level4): English - proficient.
Preferred (Language / Level4): Arabic - working knowledge (optional)
