Purpose of the job:

The Deputy Temporary Operation Referent supports every Temporary Operation Manager in setting up the relevant temporary operation rulebook and organization to ensure a safe working environment from the moment a subsystem is energized and when train movements are possible in the site area. He/she provides guidance and expertise to define the rulebook and associated procedures, reviews their adequacy for the project, and supports a smooth transfer from the temporary operation organization to the definitive operator organization. This central position is key to developing knowledge among the Temporary Operation community. Acquiring experience, the Deputy Temporary Operation Referent may evolve as Project Temporary Operation Manager of a complex project or as Temporary Operation Referent.

Location:

Saint Ouen (Paris, France)

 

Main responsaibilities:

  • Establish and validate the relevant temporary operation rulebook at early stages of the project.

  • Participate in recruitment of the Project Temporary Operation Manager.

  • Assist in the redaction of system temporary operation rules and procedures to protect staff, workers, and the public against vehicle movement risks and live equipment.

  • Participate in training the System Temporary Operation Team to:

    • Control works along tracks, in depot, in stations, and substations.
    • Operate the traction power supply locally and remotely from the Control Center.
    • Operate signaling manually, from station rooms, and remotely from the Control Center.
  • Support the proper site implementation of the Temporary Operation Rulebook (site visits, audits, etc.).

  • Provide tools and best practices for managing real‑time temporary operation activities (rosters, space‑time diagrams, logbooks…).

  • Capitalize best practices and experience, especially during late T&C periods (e.g., carousel running).

  • Provide feedback to engineering on site operations vs. simulations (timetables, etc.).

  • Potentially act as a Temporary Operation Manager on a project.

  • Contribute to reviewing final operator procedures or instructions when required.

 

Qualification & competencies - Expected Level

 

Educational requirements

Graduated from Engineering school (Master’s degree preferred) 

 

 

Desired knowledge / Experience

  • Broad knowledge of railway projects
  • Minimum 5 years in operations (e.g., Chief OCC) and/or operation during T&C (Temporary Operation)
  • Experience transitioning from Design & Build (D&B) to Operation & Maintenance (O&M).
  • Strong knowledge of Environment, Health & Safety on construction sites.
  • International project experience.
  • Management and leadership skills.
  • Ability to apply Alstom processes, values, and ethics & compliance.
  • Excellent English communication skills (written and spoken); French/other languages are a plus.
  • Mobility/flexibility
