Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. 

 

This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come.

 

This position is subject to U.S. Department of Energy (DOE) regulation 10 CFR Part 810, which governs the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

The Field Change Control Engineer is responsible for managing project cost estimating, analysis, controls, and reporting throughout all phases of the project lifecycle. Ensures alignment with contract budgets and forecasts by identifying and evaluating potential impacts to project cost, schedule, and operational performance. Supports recovery planning initiatives and drives informed decision-making through trend analysis, cost performance monitoring, and proactive identification of risks and opportunities to maintain project objectives.

 

The position will based on the site and the Gdansk project office.

Major Responsibilities:

  • Prepare and maintain trend documentation (potential changes), coordinate resolution activities, and participate in change control review meetings to support effective project execution and continuity.
  • Review proposal requirements related to cost engineering and material control, and develop supporting analyses and data for contract discussions and evaluations.
  • Update and maintain cost data files using vendor information to ensure estimating and forecasting records remain accurate and current.
  • Support the preparation and development of project cost estimates by providing relevant technical and commercial input.
  • Coordinate with project disciplines to ensure pricing structures, estimating bases, and cost criteria are consistently applied in estimate development.
  • Review design packages and specifications for cost implications and identify potential cost-effective alternatives where appropriate.
  • Assist in the execution of change management processes and annual project forecast updates.
  • Work with project personnel to develop trends, perform cost estimating, and conduct impact assessments to support the project trend program.
  • Develop and maintain unit rates, job-hour data, productivity factors, indices, estimating parameters, and other reference data using company and industry benchmarks.
  • Analyze project and change-related data, identify issues and variances, and provide recommendations for improving cost performance and forecasting accuracy.
  • Prepare and maintain process measurement systems, analyze performance results, and identify opportunities for process improvement.
  • Apply project policies, procedures, objectives, and standards related to change management activities to ensure consistency and compliance.
  • Maintain change control logs, metrics, records, and reporting tools to support accurate project documentation and status reporting.
  • Assist in the integration of change management activities with forecasting, cost control, risk management, claims management, and other project control functions.
  • Prepare change management reports, analyses, presentations, and supporting documentation for project and client review.
  • Support the delivery of change management training and knowledge-sharing activities for project personnel.
  • Perform specialized analyses and evaluations related to project changes, forecasting, work planning, and response planning efforts.

Education and Experience Requirements:

  • Bachelor’s degree from an accredited university (or international equivalent) and at least 5+ years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 9+ years of relevant work experience.
  • Must be able to pass nuclear security screening requirements and be able to obtain and maintain unescorted access to a nuclear power facility.

Required Knowledge and Skills:

  • Demonstrated ability to plan, organize, perform, and present cost estimating products. This includes preparation of reporting products independently with minimal supervision using a high level of professional judgment and knowledge related to technical cost engineering skills and engineering design and construction practices.
  • Proficiency in using PC operating systems and several basic software applications such as Excel, Word, and PowerPoint.
  • Skilled in oral and written communication.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • Demonstrated ability to work with people of varied backgrounds and objectives.

 

Preferred Knowledge and Skills:

  • Prior nuclear power plant development, permitting, engineering, procurement, and construction experience.
  • Proficiency in using multiple discipline specific applications (EcoSys, etc.) currently in use by Bechtel.
  • Knowledge of current industry and technical developments.
  • Knowledge in risk management
  • Proficiency in Power BI
