This position is a CUPE 59 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.
Job Summary
Under the supervision of the Community Initiatives Manager, Social Development Section, the Indigenous Inclusion Consultant will identify and implement strategies for meaningful engagement of Indigenous communities and organizations on a range of issues, particularly in the area of sport, culture, recreation and leadership including coordinating and facilitating initiatives and maintaining effective relationships with various external stakeholders, particularly in Indigenous communities.
Duties & Responsibilities
- Coordinates the development, delivery, implementation and evaluation of the Indigenous social, culture, recreation, and leadership programs.
- Selects, directs, supervises, schedules, trains, develops and evaluates assigned staff.
- Coordinates and assists with the preparation and monitoring of the program budget including annual reporting of program activity and evaluation.
- Engages with community groups to identify and address community issues and support innovative approaches that will meet their needs.
- Plans and oversees initiatives to ensure partners are engaged, roles are clear and work is completed on time to meet community needs.
- Represents the City of Saskatoon on community committees, chair or co-chair committees and working groups as required.
- Develops and maintains partnerships and professional networks with community groups, associations, institutions, other cities, government departments and other organizations.
- Represents the Department to the community, other departments and outside agencies regarding the implementation and interpretation of departmental policies and procedures.
- Performs other related duties as assigned.
Qualifications
- Degree in a related field.
- Six years progressive experience working in community development with Indigenous and other designated populations, including two years in a supervisory capacity.
- Possession of a valid Saskatchewan Class 5 Driver’s Licence and a vehicle suitable and available for use in the performance of the assigned duties.
- Current driver’s abstract, from SGI, demonstrating a safe driving record.
- Demonstrated knowledge and understanding of Indigenous culture and history.
- Considerable knowledge of the Truth and Reconciliation Commission of Canada’s Calls to Action, the United Nations Declaration on the Rights of Indigenous Peoples, and the Calls for Justice.
- Demonstrated knowledge of public participation processes, group facilitation, team building, and group dynamics.
- Knowledge of service delivery by public, private and non-profit sectors related to designated populations.
- Knowledge of current standards, trends, needs, evaluation principles and methods applicable to the inclusion of Indigenous populations in sport, culture, recreation and leadership.
- Knowledge of the philosophy, theory, processes and practices of program development, organizational and volunteer training and development, and their application to personal and community development.
- Demonstrated ability to develop and facilitate processes and partnerships.
- Ability to express ideas and concepts effectively, orally and in writing, including formal presentations.
- Ability to develop and maintain effective working relationship with a diverse range of individuals.
- Ability to research, analyze and summarize reliable information to determine action required.
- Demonstrated skill in planning, scheduling, budgeting, management reporting and time management.
- Skill in the use of a computer with word-processing, database and spreadsheet software.
Weekly Hours: 36.67
Salary Range: $83,443.92 to $91,996.80 CAD per annum (2026 rates)
