We are recruiting a Lead Intelligence Analyst to support Wellington District’s frontline operations within our busy, world‑class Intelligence Unit. We are an innovative, award‑winning team with a strong culture of collaboration, professionalism, and continuous development.

In this senior role, you will help ensure decision makers get the intelligence needed to make Wellington District a safer place. Our work informs operational deployment, enhances understanding of the criminal environment, identifies crime problems, and supports evidence‑based prevention and intervention.

This role is well suited to an experienced intelligence professional with demonstrated leadership capability, who thrives in a fast‑paced operational environment.

The Lead Intelligence Analyst has a strong focus on building and leading intelligence capability across the District Intelligence Unit. You will play a critical role in developing the technical proficiency of intelligence practitioners, identifying capability gaps, and driving targeted professional development. You will lead the development, implementation, and maintenance of intelligence standards and frameworks, ensuring they align with contemporary best practice and Police priorities.

As the District’s principal technical authority on intelligence, you will provide expert guidance on tradecraft, methodologies, and tools. You will apply advanced critical thinking to deliver insight and foresight on complex and emerging issues, supporting tactical, operational and strategic decision‑making. As the Lead Intelligence Analyst, you will drive the Unit’s innovation and lead projects to ensure we remain ready for future challenges.

The role also carries a significant leadership and advocacy function. You will represent the intelligence profession across the District and wider Police, strengthening partnerships and building confidence in intelligence products and processes. As a member of the District’s Intelligence Leadership Team, you will contribute to local intelligence governance and help shape the direction, credibility, and impact of intelligence delivery across Wellington District.

 

Key Accountabilities:

 

  • Use analytical expertise and critical thinking to conduct analysis of crime problems and policing issues to propose potential solutions.
  • Demonstrate strong written and verbal communication skills, with the ability to develop a high standard of written reports/presentations and provide clear and concise verbal briefings appropriate to a range of audiences.
  • Maintain and advance Intelligence capability by staying current with best practices, evaluating and developing intelligence tools and techniques.
  • Act as a technical advisor to the District Manager of Intelligence and contribute to the District’s Intelligence Leadership Team.
  • Contribute to the local intelligence governance, including strategic planning, setting of goals and standards for the unit.
  • Provide technical guidance in Intelligence tools/methodology and coach Intelligence professionals of all levels to develop their tradecraft.
  • Lead by example with a committed, positive attitude towards team and personal development.
  • Lead projects and group analysis, provide regular peer review and project coaching, and work with limited supervision on complex analytical problems.
  • Provide advice to senior decision makers (internal and external to the Unit) detailing the scope of intelligence capability and what Intelligence can provide to inform operational deployment activity.
  • Build and maintain strong internal and external relationships, and represent the intelligence function across external agencies.

  • Current CPK at the rank of the vacancy you are applying for (Constabulary only).

  • For both Constabulary & Police Employees:  

    • Agree to enrol in a leadership programme at the advertised level, at a future date or
    • Have qualified under CEP or a previous Career Progression Framework at the level you are applying for.
  • Hold a full driver license.

  • Able to work a shift-based roster as required to support operational priorities.

  • A relevant tertiary qualification is advantageous, but not essential.

To be eligible for this role, you may be asked to obtain and maintain a TOP SECRET national security clearance. 

The minimum criteria for this level of national security clearance is:

NZ Citizen who has resided continuously in NZ for the last 10 years, or: 

  • A Permanent Resident who has resided continuously in NZ for the last 10 years, or
  • A citizen of or has resided continuously in one or more of the following countries for the last 10 years: Australia, Canada, United Kingdom, or United States of America, and has a background that can be verified by the NZSIS.

Utu ā-tau | Salary 

 

This position is covered by a collective agreement and salary will commence at $110,425 dependent on skills and experience relevant to the role.
