Title:  Local Sourcing Development Manager

JOB VACANCY – Local Sourcing Development Manager

We are seeking to hire a qualified and dedicated Local Sourcing Development Manager based in Kigali, reporting to the Supply Chain Director.

Job Purpose

  • To drive the BRALIRWA local raw material agenda to contribute to the achievement of the Region AMEE local raw material sourcing ambition of 60% by 2030.
  • To plan BRALIRWA's local raw material requirements to support the growth projections in a sustainable and cost-efficient manner.
  • To manage Bralirwa’s R&D activities and agro-allied schemes to ensure the sustainability goals of Heineken are achieved.

Key Responsibilities

  1. Develop Local Raw Material Plan

The position networks with and interfaces with several departments within the organisation and manages interfaces between the business and external stakeholders to ensure the sustainability of the business's interests. A close contact has to be maintained with the Agriculture Extension service provider and other raw material supply chain actors.

Develop BRALIRWA's longer-term local raw material plan to serve as a roadmap to achieve the local raw material ambition.

  • Establish the framework and key elements needed to meet Bralirwa's requirements in a sustainable and cost-efficient manner.
  • Share this document with top management.
  • Implement the activities in-house or through development partners.
  • Update the master plan regularly/on a need basis.
  1. Drive BRALIRWA Local Content Utilisation Agenda
  • Develop a local content inclusion strategy in our basic recipes.
  • Monitor progress with the achievement of the BRALIRWA local sourcing agenda.
  • Update the sourcing department with market developments in terms of availability and pricing.
  • Interface with the region through the AMEE Local Sourcing Director.
  1. Recipe Optimisation

Secure Bralirwa Recipe optimisation initiatives into the organisation by close cooperation with internal (Heineken local, regional and global) and external stakeholders. 

  • Develop recipe scenarios using unit production costs models to explore savings opportunities with different ingredient types/ratios.
  • Initiate brewing trials (together with the Production site) as part of the approval process
  1. Monitor and Stimulate Local Raw Material Processing Development through R&D Compliance
  • Develop/update raw material processing standards and specifications in line with Global Supply Chain requirements.
  • Manage Bralirwa Barley seed production program for both local and foreign varieties.
  1. Supply Partner/Agro Farmer Support

Provide support to Bralirwa’s Barley farmers and raw material processors (Minimex, others) to meet our quality specifications sustainably.

Barley

  • Assure that the farmers operate with Safety First (input for improvement areas from audits).

  • Secure quality of raw materials supplier by providing agronomy support, Quality Assurance & Control support where required.

  • Trigger and facilitate farm audits on good Agricultural practices

  • Supervise the extension service provider to ensure delivery as per the Service Level Agreement

  • Support Barley Farmers through:

    • Seed planning
    • Resource planning & execution (variable cost)
    • Investment / CAPEX planning and monitoring
  • Liaise with regulatory authorities and partners in Agriculture to support the scale-up programme

Raw Material Suppliers:

  • Together with the Bralirwa or Heineken specialist, conduct process audits of plants.
  • Provide problem-solving support to Minimex and other 3rd Parties.
  • Keep track of the supply and cost of Raw material sources.
  • Explore new (regional) supply sources within and outside Rwanda.
  1. External Relationship Management

Interface and manage the relationships with external partners to ensure that the sustainability goals of Heineken are achieved.

  • Maintain linkages with potential agricultural value chain stakeholders.
  • Manage relationship with development partners (RAB, MINAGRI, Embassy of the Netherlands, ...).
  • Communicate partnership performance.
  • Review BRALIRWA's sustainability publications in liaison with the Corporate Affairs Department.
  • Follow regional and import policies on raw materials usage and adapt Bralirwa policy where needed.
  1. Drive Cost Savings

Drive cost savings from raw material handling, distribution, and usage.

  • Explore the supply chain of raw materials, identify opportunities for cost savings and drive the execution of these.
  • Explore new sources of raw materials, develop business cases in coordination with local Purchasing and Finance teams.
  • Explore new sources of packaging materials and develop business cases in coordination with local Purchasing and Finance teams.
  1. Developing Local Packaging Materials

Develop localisation of packaging materials to support the Innovation and cost savings agenda of BRALIRWA. Through:

  • Identify developments of new suppliers that can extend the business to incorporate packaging materials.
  • Identify investors and support them to build a local packaging materials supply chain.
  1. Qualification, Experience, and Skills
  • Minimum bachelor’s degree (master’s degree is an added advantage) in business development, business administration, agriculture, international development, or related field.
  • Experience in agriculture and/or supply chain management in the food industry is highly desirable.
  • 5 years of experience, preferably in complex agricultural value chains connecting agriculture with industry.

Preferred Experience in:

  • Complex project/program management
  • Strong manager, including well-developed skills in managing complex relations and interactions.
  • Proven networking skills at higher business and government levels
  • Good interpersonal, oral, and written communication skills in English and Kinyarwanda.
  • National and international travel flexibility
  • Understanding of and experience with farmer capacity-building principles
  • Analytical, quantitative mindset and way of working, “numbers speak.”
  • Experience with the use and functionality of Information Technology tools.
  • Demonstrated personal accountability.
  • Cultural sensitivity, patience, and flexibility
  • Proven leadership, interpersonal skills and ability to build and motivate diverse and talented teams.
  • Flexibility to work both in a team and independently.
  • Self-starting, track record of OTIF delivery
