Position Title

Manager, Resource & System Management

Report To

Head, Airlines Security / Senior Manager, Security Operation

Role Purpose

Responsible for providing strategic leadership in security resource planning, governance and operational support to improve efficiency, cost-effectiveness and decision-making. The role oversees workforce planning, budgeting, contracts, assets, training, security systems, data analytics and management reporting. It also leads digitalisation, technology enhancement and process improvement initiatives, while ensuring continuous audit readiness through effective controls, proper documentation, timely supporting evidence and closure of audit findings.

Key Accountability

  • Lead the strategic planning and optimisation of division resources, including workforce planning, organisational capacity, budgets, assets and operational support to ensure operational readiness and alignment with business priorities.
  • Oversee financial planning, budget allocation and resource utilisation to ensure spending is controlled, prioritised and aligned with approved business plans.
  • Provide governance over access control, CCTV and other security systems to ensure reliability, compliance and operational effectiveness.
  • Oversee security data governance, KPI monitoring, dashboards and management reporting to provide accurate and timely information for decision-making.
  • Evaluate, approve and lead the implementation of digital initiatives, technology enhancements and process improvements to maximise business value and operational effectiveness.
  • Manage the lifecycle of security assets, systems and equipment, including acquisition, utilisation, maintenance, replacement and disposal, to support operational continuity and cost efficiency.
  • Oversee strategic contracts, vendors and service providers to ensure service quality, commercial value, compliance and business continuity.
  • Ensure effective controls are in place for resources, systems, data, assets, projects and financial activities, while managing risks, compliance requirements and audit findings.
  • Lead collaboration with internal stakeholders, technology partners and service providers, and provide strategic direction for major security projects and improvement initiatives.
  • Consolidate divisional training requirements based on operational, regulatory and competency needs. Coordinate training plans, schedules and resources, and monitor completion, compliance and training effectiveness to ensure workforce readiness.
  • Ensure continuous audit readiness through effective controls, complete documentation and timely supporting evidence. Coordinate preparations for internal, external and regulatory audits, and ensure audit findings and corrective actions are closed within agreed timelines.
  • Lead and develop the Resource & System Management team by setting priorities, building team capabilities and ensuring accountability for delivering departmental objectives.

Qualification

  • Bachelor's Degree in Information Technology, Computer Science, Management, Finance or a related field.
  • Diploma holders in a related field must have at least 10 years of relevant experience in security management, particularly in Information Technology, Computer Science, Management or Finance.
  • Minimum 5 years of management experience or a related field, with proven experience leading teams and projects.
