Position Summary: The Manager of Substation Control Engineering leads the engineering, design, and technical oversight of substation control, protection, and automation systems supporting the safe and reliable delivery of electric service. This role is responsible for managing a team of engineers and technical specialists who design, maintain, and modernize substation control infrastructure, ensuring compliance with regulatory standards, company specifications, and industry best practices. The position partners closely with Operations, Transmission & Substation Engineering, Project Management, Asset Management, and Planning teams to support capital projects, asset lifecycle programs, and system reliability initiatives.

 

Location: Woods Run Complex /Hybrid in PIttsburgh, PA 

 

Responsibilities:

 

Leadership and Management

  • Lead, coach, and develop a team of substation control engineers and technical staff.
  • Set priorities, allocate resources, and manage workloads to meet project schedules and operational needs.
  • Establish performance goals, conduct performance reviews, and support succession planning.
  • Promote a strong safety culture and ensure adherence to company and regulatory safety requirements.

 

Engineering and Technical Oversight

  • Oversee engineering standards, specifications, and design practices related to substation protection, control, and automation systems.
  • Promote and support a culture of process documentation and continuous improvement.
  • Provide technical direction for the design and upgrade of control houses, relay panels, RTUs, PLCs, SCADA interfaces, and communication systems.
  • Ensure consistent application of protection and control philosophies across the system.
  • Review and approve engineering drawings, bills of material, and design packages.
  • Ensure project materials are ordered correctly and timely to support construction.

 

Projects and Asset Management

  • Support capital projects including new substations, rebuilds, expansions, and modernization programs.
  • Collaborate with Project Managers to ensure scope, schedule, quality, and cost objectives are met.
  • Partner with Maintenance and Operations to address equipment performance issues, failures, and corrective actions.
  • Support long-term asset management strategies and technology roadmaps for substation controls.

 

Compliance and Risk Management

  • Ensure compliance with applicable regulatory and industry standards (e.g., NERC, NESC, IEEE, NEC, internal utility standards).
  • Support compliance activities related to audits, investigations, and documentation.

 

Additional Responsibilities:

  • Perform other job-related duties as assigned.
  • Storm team duties as assigned.

 

Education and Experience Required:

  • Bachelor’s degree in electrical engineering.
  • Seven or more (7+) years of relevant experience.
  • Must possess a valid driver license.
  • Prior supervisory or engineering leadership experience.
  • Strong knowledge of utility substation control and protection systems.
  • Must be capable of safely walking within a substation environment.

 

Preferred Qualifications:

  • Professional Engineer License.
  • Master’s degree or higher education.
  • Previous management experience.

 

Skills/Abilities:

  • Must possess strong analytical and problem-solving skills.
  • Experience with substation control engineering drawings, i.e. DC schematics, P&C wiring diagrams, protection single lines, etc.
  • Experience with SCADA communication protocols such as DNP 3.0.
  • Significant experience working with microprocessor based protection and control devices.
  • Knowledge of current design standard principles as outlined within IEEE, NEC, NESC, etc.
  • Proficient with Microsoft Office products.
