PSD’s HR Policy cluster is the Public Sector Centre of Excellence for several areas relating to people policy, including talent attraction, compensation, performance management, and benefits. We ensure that our Public Sector can continue to attract, develop, retain, and motivate the right talent to build Singapore for the next generation. Reporting to the Senior Assistant Director, you will be in a team involved in: • Stewarding the performance management and progression frameworks for the Civil Service. This will require you to be familiar with the framework, and provide advice and guidance to the Ministries and our Business Partners with regard to our performance management and progression policies. • In particular, you will be involved in our efforts to transform our performance management and progression framework into a competency-based system. • Reviewing the performance management framework and recommending and implementing policy changes to ensure that it remains relevant and effective for incentivising an engaged, effective and performance-driven Civil Service. This involves studying market trends and best practices in the private and public sector. It also entails working with other HR policy functions (e.g. appointments, compensation, benefits, superannuation and exit) to ensure alignment and coherence of our HR System. • Working with the PSD Data Office and HR systems teams to define the various data products and data needed to support timely analytics in the area of performance management; and with the Human Resource Leaders of public agencies to ensure that the analysis meets their agency needs.
