Essential Responsibilities
The Program Manager, Opportunity assists in the strategy and execution of programs focused on higher education and workforce policy and research, along with other Opportunity efforts at the Bush Institute. This work focuses on the connections between our education system and the workforce, including the changing nature of higher education and the policy environment that governs it (funding, accountability, purpose, and design). The Program Manager for Opportunity is a critical member of the team to ensure we meet program goals.
Specific responsibilities include but may not be limited to:
Opportunity Responsibilities

Work closely with the Managing Director to align policy and action programs with desired outcomes: advance the Bush Center as a thought leader, achieve tangible results/inspire action, garner significant awareness with target audiences.

Support program design and implementation of policy and action programs, including:
- Develop written work plans and timelines.
- Manage projects as directed.

Pull and analyze data at the regional, state, and federal levels.

Provide requested research and analysis of current events and policies relevant to the higher education and workforce portfolio and facilitate outreach to key partners and influencers.

Prepare, edit, and manage written work and presentations, including version control.

Manage the work of relevant fellows, consultants, and independent contractors, as assigned.
General Institute Responsibilities
- Collaborate with Event Operations, Communications, Development, and other departments on meetings, events, communications plan, outreach, and donor stewardship.
- Collaborate with the communications manager for Opportunity to provide information for the website and other collateral materials, including success stories, program highlights, outcomes, photos and more.
- Work collaboratively with the Managing Director and other team members to support a positive and productive work environment.
- Support special projects and research on Opportunity priorities as needed.
- Complete other tasks and duties as assigned.
Knowledge, Skills, and Abilities
The qualified candidate will possess (a/an):
- Bachelor’s degree in an applicable field.
- At least five years of experience in public policy, nonprofit work, consulting, higher education or similar; education policy experience strongly preferred.
- Successful track record in project management, policy analysis, research, writing, goal setting and tracking, and resource management.
- Effective research and policy analysis skills; knowledge of high-quality research and methodology is preferred.
- Exceptional written and verbal communication skills and experience creating reports and presentations.
- Creative problem-solving abilities that generate new ideas and can adjust plans to meet changing needs.
- Strong interest in and aptitude for Opportunity issues.
- Demonstrable track record in a fast-paced organization.
- Ability to travel as needed to support project-based requirements.
- Commitment to the values, mission, and vision of the George W. Bush Presidential Center.
