Department Overview
The IT Third-Party Strategy and Operations (TPSO) team, within the Office of the CIO (OCIO), provides the governance, structure, and operational discipline that enable effective management of PG&E’s IT third-party ecosystem. TPSO drives strategic, operational, and financial oversight across contracts, vendors, labor programs, and portfolio data, ensuring consistent standards, informed decision-making, and optimized spend. Through cross-functional partnership with sourcing, finance, architecture, and delivery teams, TPSO establishes enterprise controls, enhances transparency, and supports the reliable delivery of IT services that power the business.
Position Summary
The Program Manager for Technology and Security (T&S) Contract Governance plays a critical role in enabling effective third-party management across the organization by ensuring that all technology and cybersecurity-related contracts are governed through a consistent, transparent, and value-driven process. This role is responsible not only for administering the governance framework, but also for evolving it to better meet the needs of a complex, fast-moving T&S environment.
Operating within the TPSO team, the Program Manager serves as a central point of coordination across Sourcing, Finance, Legal, Architecture, and Cybersecurity teams to ensure that contracts are reviewed holistically, balancing cost, risk, compliance, and delivery outcomes. The role requires strong program management discipline to manage intake, facilitate decision-making forums, and maintain clear documentation, while also driving continuous improvement to streamline workflows, reduce cycle times, and enhance stakeholder experience.
This position is both operational and strategic in nature. The Program Manager is expected to provide visibility into the T&S contract landscape, identify systemic issues, and lead efforts to standardize and scale governance practices across the organization. Success in this role requires the ability to navigate complexity, influence without authority, and translate enterprise governance standards into practical, repeatable processes that support business outcomes.
PG&E is providing the full salary/pay range for this position. The actual amount paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The range to reasonably expect will be around the minimum and the midpoint $85,000 - $106,000. The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
Bay Area Min: $ 85,000
Bay Area Max: $ 127,000
This position is hybrid, working from our Oakland Headquarters based on business need. The assigned work location will be within the PG&E Service Territory.
Job Responsibilities
- Own and administer the end-to-end Technology and Security (T&S) contract governance process (intake, review, approval, tracking).
- Ensure alignment of contracts to PG&E enterprise and T&S standards for cost, risk, and compliance.
- Coordinate cross-functional reviews (e.g., Sourcing, Finance, Architecture, Security, Legal) and document outcomes.
- Maintain governance artifacts including approvals, decision logs, and audit-ready documentation.
- Completes assignments of moderate scope and complexity
- Develops and manages department budgets, regularly monitoring expenses against forecast, providing explanation or justification for budget items and/or variances.
- Identifies new partners, technologies, and delivery channels.
- Communicates project status to all stakeholders.
- Develops, oversees, and implements policies, procedures, guidelines, and standards to support business operating plans and goals.
- Communicates (oral and written) with peers inside and outside of the department, providing information or exchanging data.
Qualifications
Minimum:
- Bachelors Degree or equivalent experience
- 3 years of job-related experience in Program Management, Technology and Security (T&S) Governance, Vendor Management, or related functions
Desired:
- Experience with Technology and Security (T&S) vendor management
- Experience working with cross-functional teams (Sourcing, Finance, Legal, T&S delivery)
- Strong understanding of contract lifecycle, governance processes, and risk management
- Proven ability to manage complex programs with multiple stakeholders and dependencies
- Strong analytical, communication, and facilitation skills
- Familiarity with governance frameworks (e.g., ISO, audit readiness, compliance programs)
- Experience with tools such as Atlas, ServiceNow, or other VMS platforms
- Lean / continuous improvement experience
