Project Overview:

Bechtel’s Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. Job Summary:

Bechtel is seeking a Lead Quality Engineer for the Manufacturing and Technology team, based in Gurugram/Chennai. The Quality Lead shall lead and mentor quality team members and monitor the project quality activities to ensure compliance with the approved standards, specifications and schedule through the implementation of a project audit and surveillance plan agreed with project stakeholders.

The Quality Lead will identify and advise on Quality Conditions and opportunities for improvements within the Bechtel India scope of work. The Lead is responsible for developing and implementing the Project Audit Plan and for reviewing compliance with the Project Quality Management System (QMS). The Lead will work to implement the CLCA (Close Loop Corrective Action), People based Quality and Lesson learned program in coordination with the CAP and Project Quality Manager.

Major Responsibilities:

  • Responsible for effective implementation of the Quality Management System (QMS) and verifying it by conducting audits and surveillances on project activities.
  • Directs quality programs on the project including Closed loop corrective action, Audit and surveillances plan, Quality dashboard, Lessons learned, Surveys and Trainings to enrich quality culture.
  • Coordinates the preparation of and establishes the Audit and Surveillances plan for the project.
  • Directs quality audits and surveillances on the project, communicating with functions and services to ensure management goals and objectives are met.
  • Identify potential performance risks associated with quality during project planning including development and implementation of mitigation plans.
  • Work collaboratively with Engineering, procurement, and Supplier Quality team on the Project to validate material and equipment meets design requirements, safety and performance parameters and are compliant to requirements.
  • Energize the People based Quality Culture within the project. Lead the project in establishing and continually improving quality culture through fostering Quality behavior.
  • Reviews and approves quality related procedures to ensure compliance with the project quality plan.
  • Manages complex organizational interactions with project functions, services, and client.
  • Represents the project during quality assurance audits conducted by the client, management, or regulatory agencies.
  • Identifies quality problems, initiates documented action and verifies implementation of solutions.
  • Reviews/approves Material/Service requisitions and verify all the requirements are captured appropriately.
  • Perform supplier pre-qualification, review quality submittals and coordinate with Engineering/ procurement team for supplier qualification.
  • Support in developing Quality metrics dashboard for the project and collects data for monthly Quality metrics reporting.
  • Supervises and participates in the project auditing and monitoring program to verify the effectiveness of the project quality program/plan.
  • Ensures Team members are adequately trained, certified and assigns work to and directs the activities of assigned quality personnel.
  • Reviews project schedules for quality related activities to ensure timely and effective implementation of the project quality plan.

Education and Experience Requirements:

Bachelor’s degree in an Engineering, Science, or technical discipline from an accredited college or university and a minimum of 15 years industry experience with demonstrated leadership component and/or quality assurance program management experience in EPC or closely related industry preferably in establishing semiconductor facility.

 

Required Knowledge and Skills:

 

Minimum Qualifications: 

  • Extensive knowledge of Quality Assurance requirements, and their application to construction, engineering, acquisition services, supplier quality, materials management, and regulatory requirements.
  • Demonstrated proficiency in implementation and management of quality assurance programs.
  • Knowledge of advanced techniques for assessment, event investigation, cause analysis, human performance, and corrective action.
  • Demonstrated leadership in management of change initiatives.
  • Demonstrated knowledge of design, procurement, construction, start-up, commissioning, and operation.
  • Successful track record of leading teams in complex environments.

Preferred Qualifications:

  • Integrated Lead Auditor certification from an accredited body.
  • Previous experience in development and maintenance of quality assurance programs related to the construction of semiconductor facility.
  • Flexibility to respond to urgent project requests and/or changing priorities with minimal supervision.
  • Demonstrated ability to work with people of varied backgrounds and objectives.
