Transnational, Serious and Organised Crime (TSOC) is a rapidly evolving, complex, and persistent national security threat. It involves transnational or domestic serious criminal activity that is planned and coordinated by organised criminal groups and networks. These groups exploit vulnerabilities across the international environment, New Zealand’s borders, national systems, and communities to gain profit, power, and influence. In December 2025, the New Zealand Government released a new all‑of‑government TSOC Strategy and accompanying Action Plan to deliver a more cohesive, collaborative, and end‑to‑end cross‑agency response.

The Partnership and Harm Prevention Team (Investigations) is home to the TSOC secretariat, a dedicated capability that exists to drive the implementation and delivery of the multi-agency work programme and governance to drive delivery. Although the team is at Police, The TSOC Secretariat work on behalf of all partner agencies involved in implementing the Strategy, building resilient communities and systems to make New Zealand the hardest place in the world to do business and cause harm.

As the Senior Advisor within the TSOC Secretariat, you will be responsible for engaging with a broad range of agency partners on TSOC issues, promoting the awareness of the TSOC Strategy, and supporting the delivery of activities on the TSOC Action Plan.

You will be diligent, pragmatic, proactive and demonstrate a strong aptitude for problem-solving. Given the highly collaborative nature of the role, we are looking for someone with strong relationship building skills that can work seamlessly across multiple internal and external partners. You will need to have strong written and verbal communication skills and experience managing projects. A practical working knowledge of the machinery of government is advantageous and a good understanding of TSOC is desirable.

Key Accountabilities:

 

  • Develop plans and processes and execute them to support project and programme delivery.
  • Work collaboratively and build strong working relationships to establish common ground, contribute to the development of advice, and to support decision making.
  • Prepare accurate reporting on the delivery and implementation of activities against agreed milestones and outcomes.
  • Prepare effective written, visual, and verbal communication to be able to present complex issues clearly to a range of audiences.

To be eligible for this role, you must obtain and maintain a TOP SECRET national security clearance. 

The minimum criteria for this level of national security clearance is:

NZ Citizen who has resided continuously in NZ for the last 10 years, or: 

  • A Permanent Resident who has resided continuously in NZ for the last 10 years, or
  • A citizen of or has resided continuously in one or more of the following countries for the last 10 years: Australia, Canada, United Kingdom, or United States of America, and has a background that can be verified by the NZSIS.

Utu ā-tau | Salary

 

This position is covered by a collective agreement and salary will commence between $121,406-$125,800 dependent on skills and experience relevant to the role.
