Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.

Job Summary:
As the Senior Cost Engineer, you will support the cost control team in reporting project progress and performance. In this role, you will be responsible for estimating, analysis and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.
Major Responsibilities:
- Responsible for cost estimating, analysis, and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill.
- Develops and implements project requirements for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.
- Ensures work is completed as scheduled, supporting project organizational and administrative activities.
- Reviews identified cost trends for cost effectiveness and suggesting alternatives when appropriate.
- Maintains open communications with other organizations to support cost engineering analysis and control activities.
- Leads engagement with Bechtel management and client leadership, presenting cost positions, risks, and strategic recommendations.
- Owns preparation and delivery of executive-level cost reporting, ensuring clarity, defensibility, and alignment with project objectives.
- Leads development and execution of cost studies using historical data, statistical analysis, and cost and quantity comparisons.
- Validates study outcomes and provides recommendations to senior project leadership.
- Directs cost and performance analysis, integrating scope, quantities, productivity, and financial data to identify key cost drivers and risks.
- Manages creation and implementation of measurement systems for established processes, analyses performance metric results, and identifies improvements.
- Oversees and approves development of trend cost estimates, ensuring alignment with project baseline, risk profile, and forecasting methodology.
- Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identified areas of risk.
- Leads advanced cost analytics to identify systemic risks, performance gaps, and optimization opportunities, providing actionable recommendations to senior leadership.
- Establishes and validates productivity assumptions and benchmarks to be utilized in estimates, as developed in concurrence with Construction.
- Provides senior oversight and approval of estimates, ensuring technical validity, completeness, and alignment with project strategy and commercial conditions.
Education and Experience Requirements:
- Bachelor’s degree from an accredited university (or international equivalent) and at least 10+ years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 14+ years of relevant work experience.
Required Knowledge and Skills:
- Skilled in oral and written communication.
- Advanced proficiency in using PC operating systems and Microsoft Office applications such as Excel, Word, and PowerPoint.
- Demonstrated advanced level of understanding of Project Controls technical skills.
- Knowledge of engineering, procurement, material reporting.
- Demonstrated ability to prepare and review products independently with minimal supervision using a high level of professional judgment and knowledge related to engineering design and construction practices.
- Demonstrated skill in identifying and analyzing issues and recommending corrective actions.
- Demonstrated ability to work with people of varied backgrounds and objectives.
- Demonstrated flexibility to respond to urgent project requests and/or changing priorities.
Preferred Knowledge and Skills:
- Prior nuclear power plant development, permitting, engineering, and procurement experience.
- Proficiency in using Power BI.
- Proficiency with cost processor software (e.g., EcoSys, etc.)
- Experience with change management such as baseline change proposals and trending.
