Project Overview:

The Ar Rjum Project comprises a green field gold project with three open pit mining operations with associated waste dumps and ore stockpile, a processing plant, tailings management facilities, and supporting infrastructure including water supply, power supply, maintenance facilities, offices, temporary and permanent accommodation village.

The Project is situated within the Central Arabian Gold Region, approximately 200 km north-east of Taif towards Riyadh and about 26 km South of Al Mouwayh, which is a small town situated on the Jeddah - Riyadh highway.

Job Summary:

In this role, you will manage the organization and direction of project construction activities and oversee total site management including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, and finance and accounting. Your leadership will ensure project operations are compliant, safe, timely, within scope and budget, and clients are satisfied. 

You will oversee the construction process, review plans and specifications for costs and constructability, manage corporate processes and procedures, and lead proposal preparation. Your recommendations for studies, lessons learned, project assessments, and new methods will optimize completion of project construction activities. 

Major Responsibilities:

Site Managers on large projects (>$1B and/or >1500 craft) of high complexity with multiple stakeholders involved.

Leadership/Supervision

  • Manages the organization and direction of construction and related activities of a single construction project, including actions of Bechtel, subcontractors, suppliers, clients, and their representatives.
  • Acts as primary client contact for all project field activities.
  • Oversees total site management including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable.
  • Maintains client relationship and is the primary contact for client’s communication with the field activities and effective relation with other functional departments.
  • Coordinates all project contractual activities. and participates in the development of contract, subcontract, or vendor scopes of work, budgets, contract formation, and negotiations

Planning

  • Oversees jobsite expenditures for labor equipment, material & services and ensures field operations are within the budget.
  • Establishes project field procedures and objectives within corporate policies and procedures as necessitated by conditions at a jobsite.
  • Develops, implements, and administers a jobsite security plan and coordinates the activities with corporate security department.

Safety & Quality

  • Ensures development and execution of Project Automation Plan, Environmental Compliance Plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, Construction Execution Plan, and job-site work rules.
  • Plans and establishes procedures to ensure construction operations meet engineering designs and specifications

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
  • Site leadership role in the Middle East / North Africa (MENA) region on large scale Mining, Oil and Gas or Industrial projects leading multidisciplinary/functional teams (Owner, EPC or Sub-Contractor).

Required Knowledge and Skills:

  • Thorough knowledge of all phases of construction operations relating to construction pre-planning, mobilisation requirements, field activities, field engineering disciplines, construction technologies and project management.
  • Extensive understanding of government compliance standards.
  • Familiarity with National Codes and Standards as they relate to construction.
  • Knowledge of Construction Automation tools for Completions, Quality and Advanced Work Packaging (AWP).
  • Thorough knowledge of Construction Work Processes.
  • Knowledge of the Six Sigma and lean construction methodology
  • Recognition as a leader in the industry with a proven track record of successful management of construction projects.
  • A recognized degree in an engineering or scientific discipline, construction management and/or extensive actual work experience leading to the thorough understanding of the knowledge described above.
  • Leads the site team in all aspects of day-to-day construction site execution per Bechtel’s scope of works
  • Ensure adherence to Bechtel’s corporate ES&H, Quality standards and Standard Construction procedures.
  • Ensures compliance to the applicable national and state requirements for Mining.
  • Main point of contact for the Customer and Regulator on the Bechtel project site
  • Ensure project schedule and cost reporting is accurate and provide appropriate mitigations as required.
  • Ensure technical issues that arise during the construction process are highlighted early and solutions agreed in a timely manner.
  • Ability to build a high performing team from the ground up setting clear expectations, goals and targets.
  • Have a proactive approach to problem-solving and the ability to make informed decisions based on technical knowledge and experience.
