Job Summary

This position is responsible for the administration, direction, and supervision of the total procurement cycle for Freeport LNG. Duties include planning, scheduling, initiating, monitoring and quality assurance of all procurement, contract and material coordinator activities. This position is responsible for negotiating long-term and short-term transactions with vendors. This position also plans and incorporates strategic purchasing plans company-wide including negotiating contract terms, preparing contracts, evaluating bids and researching current regulations.  This position is also responsible for collecting and gathering data on potential suppliers and carriers.

 

Location/Travel Information:

This position is based at the Quintana LQF Terminal with frequent travel to off-site locations as required. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job.

 

Primary Duties and Responsibilities

  • Manages the day-to-day operations of the procurement process
  • Demonstrates strong leadership and managerial competencies, including integrity, accountability, communication skills and commitment to teamwork and excellence in responsibilities such as selecting, mentoring, coaching, supervising, motivating and training procurement staff
  • Sets work objectives, directs, supervises and reviews staff and staff assignments
  • Provides high-level technical/administrative guidance on work requirements and methods
  • Manages and reviews documents for the procurement of all supplies, equipment and services for the Company and ensures compliance the Procurement Policy and Procedures Manual, as well as applicable federal and state laws
  • Establishes bid standards and prepares procurement documents to publicly solicit bids and contracts for the purchase and /or lease of materials and services
  • Maintains positive vendor relations’
  • Conducts (or Managers the process for) the evaluations of proposals, offers and bids in accordance with internal policy and external local, state and federal regulations while selecting the best supplier in accordance with solicitation requirements
  • Assures suppliers deliver materials and services in accordance with standards of price, time, quantity and quality agreed upon
  • Responsible for ensuring records are maintained and procurements are documented from origination through completion
  • Makes recommendations on policies and procedures as needed to ensure the success and compliance of all procurement related activities
  • Coordinates routinely with other departments to assure effective and timely coordination and team work in procuring goods and services
  • Provides procurement research, guidance and direction by presenting available procurement options
  • Conducts evaluations of procurement staff for review and approval of the Director of Procurement
  • Coaches, trains, counsels and advises direct report staff; takes corrective action as needed
  • Exhibits a strong sense of urgency while making decisions and allocating resources in a cost-efficient manner
  • Actively manage vendor relationships to ensure effective communication and collaboration, identifying win-win solutions and strategies, negotiating purchasing terms, and addressing supplier issues with material quality or availability
  • Develop a preferred and approved vendors list for Freeport LNG Entities through evaluations and good business processes
  • Partner with senior management to manage the process for complex capital equipment purchases, applying best business practices.
  • Identify, prioritize and drive development of additional suppliers to eliminate sole-sourcing on critical materials

Education, Certification, and Experience

  • Minimum Education Required:

    • Associates Degree or equivalent work experience
  • Minimum Experience Required:

    • Eight (8) years procurement-related experience
  • Preferred Education:                     

    • Bachelor’s Degree or equivalent work experience
    • Certified Purchasing Manager (C.P.M.)
  • Preferred Experience:

    • Ten (10) years procurement-related experience; knowledge of oil and gas, petrochemical, construction-related products; SAP
    • Super User MM Systems experience

 

HSE Roles and Responsibilities

Support the policies, efforts, and programs of Freeport LNG Health, Safety and Environmental (HSE) Management System.  Actively participate in the HSE Management System Policies.  Ensure that HSE concerns are given priority in all activities completed within their area of responsibility.  Implement routine inspections to ensure safe operating conditions.

 

Working Conditions and Physical Expectations

  • Operates in a professional office environment within or outside of an industrial plant environment.
  • Routinely uses standard office equipment such as computers, phones, photocopiers w/scanner and fax, and filing cabinets.
  • The physical demands described here are representative of those that must be met by an incumbent to successfully perform the essential functions of this job.
  • This is primarily a sedentary role; however, the incumbent must be able to stand and/or sit continuously to perform all essential job functions for a full shift.
  • Ability to lift up to 20 lbs. as required in order to lift files, boxes and office equipment as necessary.
  • Ability to lift files, open filing cabinets and bending, standing on a stool, or climbing as necessary to perform these functions.
  • While performing the duties of this role, the incumbent may be required to talk or hear.
  • The incumbent is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
  • Ability to drive to other Company work locations as required.
  • Ability to move throughout all areas of each office/site location and facilities.
